Program Overview 

The SBIR and STTR (Small Business Innovative Research and Small Business Technology Transfer) grants can provide small businesses developing innovative technologies with potential for commercialization in private and government-sector markets close to $1 Million of "free money".

Funding

Phase I -    Up to $100,000 for the development of a proof of concept
Phase II -   Up to $750,000 for the development of a prototype
Phase III - Commercial sale of the product/solution.  Some Federal agencies can purchase
                
your product or solution, or provide non-SBIR matching funds

Winning an SBIR/STTR grant serves as a key indicator for Venture Capital sources as well as strategic partners, affirming the validity of the technology, the need for the product or solution you developed and making the company a more attractive investment target due to the grant funds.

Eligibility

In order to qualify for the SBIR program, a Small Business must comply with all of the following:

  • For-profit U.S. business
  • 500 or fewer employees
  • +51% owned by individuals

The STTR program is available to:

  • SBIR firms that are collaborating with a Research Institute on the development of the technology
  • The Research institute has to be:
    * U.S. Based
    * Non-Profit Research Organization

Award Probabilities

Phase I -  SBIR -  About 15% of the proposals receive funding.
               STTR - About 15%-20% of STTR proposals are funded, usually higher than SBIR.

Phase II - About 33% - 40% of Phase I winners are awarded a Phase II grant.

HTR's SBIR Assistance 

HTR is focusing its efforts on assisting more regional firms submit more and better grant proposals - proposals that will direct a larger portion of the SBIR/STTR funds to the Finger Lakes Region.  Most of the services are provided free-of-charge, through the support of Finger Lakes Wired.

SBIR/STTR Program Education

HTR holds two training seminars annually

  • SBIR 101 - April/May - will cover the program basics, eligibility, regional resources, accounts from grant-winners, and strategies to improve your proposals
  • SBIR 202 - October/November - in-depth focus on specific topics including: Phase II grants, proposal budgeting, contract negotiations and grant writing

Proposal Review and Enhancement

HTR will review your grant proposal and will provide the following assistance:

  • Market Assessment - demonstrate the validity of the commercial opportunity the grant proposal will address (service provided for a fee)
  • STTR partners - find an academic or industry partner to complete your STTR
  • Strategic Partners - add resources and credibility to your commercialization plan:
    * Customers
    * Manufacturers, Channel Partners
    * Government users
  • Research Partners -
    * Enhance your team and validate the research plan
    * Provide access to equipment and additional resources
  • Letters of Support - provide validation from third-parties
  • Grant writers - identify resources that can assist in creating a better proposal

HTR's Phase-0 Grant 

PurposeTo assist Finger Lakes Region entrepreneurs and innovative small businesses in developing better SBIR and STTR grant proposals to fund the development of innovative new product or service concepts. The Phase-0 Grant will reimburse businesses for Qualified Expenses incurred while developing the firm's Phase-I SBIR/STTR grant proposal
Qualified Expenses

1.  The Phase-0 Grant will reimburse businesses for fees paid to third-parties, dedicated to developing/improving the firm's SBIR or STTR grant proposal, including:
     *
Retaining the services of a professional grant writer
     *
Proposal review and enhancement by experienced SBIR/STTR
        consultants
     * Expenses related to the development of the grant's budget
     * Expenses related to market research in connection with the
        commercialization plan and/or other sections of the grant proposal
2.  The grant will not cover costs that are associated with work that was done by parties internal to the firm, nor will it fund technical research, product development or miscellaneous expenses

PreferencePreference will be given to applicants that have not won SBIR awards

Amount
  • $2,500 per grant; typically 1-2 awards/month
  • Fast Track and other proposal deemed by HTR to have significant value to the development of the region may be eligible for an additional $2,500 for a total of $5,000 per Phase-0 grant
Deadline5:00 p.m. on the last day of each calendar month
Award announcement
  • 5:00 p.m. on the 16th day of the calendar month following the submission
  • Announcements will be made through e-mail
Eligible ApplicantsSmall Businesses that qualify for SBIR/STTR grants, according to the programs' rules
Other Requirements
  • All applications must comply with the Phase-0 and SBIR/STTR grant program rules
  • All applications must be submitted electronically - with a complete Phase-0 Grant Application form attached
  • Awards will be paid only after the applicant has actually submitted the underlying SBIR/STTR proposal to the relevant agency
  • A company can only submit one Phase-0 Grant application per one SBIR or STTR grant proposal
  • Multiple, similar, Phase-0 proposals - one Phase-0 grant.  Similar to the SBIR/STTR programs rules
  • Applicants must submit the associated Phase-I proposal within nine (9) months after the Phase-0 award announcement
  • In 2007, all Phase-I proposals submitted after 12/31/06 will be eligible for a Phase-0 grant
  • All Phase-0 applications must include invoices detailing the Qualified Expenses to be reimbursed
  • Applicants must submit invoices detailing the Qualified Expenses to be reimbursed within nine (9) months after the Phase-0 award announcement and prior to the disbursement of the award money
