Waste Reduction Assessment & Capital Project Support Purpose
This program is a three way partnership among HTR, Finger Lakes manufacturers and Empire State Development. Its goal is to help companies become more profitable by reducing or eliminating waste through pollution prevention and recycling. Projects must show a documented economic benefit to the company and a documented reduction in waste. The waste stream can be water, solids, scrap, land fill etc. and does not have to be hazardous.
The program may not be used to assist with compliance issues.
There are three phases to these projects:
Phase 1: Initial Evaluation
During this phase an HTR staff member, together with representatives of the client company, will conduct a brief review of the facility to determine if there is a potential capital investment that will yield both savings and waste reduction. This phase is a free service of HTR with the company committing resources to assist in the evaluation. If a potential project is identified the company may opt to move to the next phase.
Phase 2: Comprehensive Business Assessment
This assessment is a top down and bottom up evaluation of every aspect of the company. Waste minimization issues will be identified as well as other opportunities for business improvement. A joint HTR-company team will conduct the review and a written report will be prepared for company management. The confidential report will identify a project and will document its benefits. The cost of this phase is $6,000. Empire State Development will pay $5,000 and the company will pay the remaining $1,000.
Based on this report, the company may move to Phase Three.
Phase 3: Project Implementation Using State Grant
A local committee of HTR and ESD will review a brief application that describes the capital project and specifies the expected waste and financial savings. If approved by the committee, the company will be eligible to receive a grant of 33% of the project’s capital cost project to a maximum of $20,000.
